Within the accounting week period, the number of issues important for getting full-fledged information was extremely high. In general, the First National Channel was covering only the most important issues. The current percentage of non-disclosed issues by the Channel is close to that of the previous week from the perspective of the larger amount of important events that took place within the accounting week period compared to the previous one. In this respect, on certain days of the accounting week the First National Channel gave insufficient information concerning the events in Odesa after the disturbances on 2 May and the important issues related to the annexation of the Crimea. Thus, on Thursday, 8 May, the Channel did not at all mention numerous important events that took place in Odesa and the Crimea. In addition, on separate days of the week the Channel only partially covered the issues related to the events in Donetsk and Luhansk regions. However, there were days when the Channel provided more information on what was happening in these regions. Therefore, lack of information on the events in certain regions on certain days provided by the Channel does not necessarily affirm that non-disclosure of information was systematic.

Daily record of what issues were covered by the First National Channel and what was non-disclosed during the accounting week period:

9 May (Friday):

On Friday, out of all the events in Odesa and Odesa region the First National Channel did not mention that in Odesa Trade Union House the pro-Russian demonstrators had destructed the paling installed by militia, while in Ismail of Odesa region the unknown individuals had injured the Deputy of the City Council by means of firearms.

As for the events in Donetsk region, the Channel provided the following information. Ministry of Internal Affairs: in Mariupol, the confrontation between the members of ‘anti-terrorism’ operations and terrorists resulted in the death of 20 militants and capture of four individuals. Additionally, one lawman died and five of them were injured. The Ministry of Defense: eight soldiers were injured. In Mariupol, around 60 terrorists tried to occupy the Ministry of Internal Affairs building. Tanks featuring Ukrainian flags entered Mariupol. The building of Mariupol Militia Department was completely devastated by fire, while the employees jumped out of the windows in an attempt to survive. The Head of the Mariupol Militia, Andrushchuk was captured by terrorists and driven out in an unknown direction. The building of Mariupol City Council was on fire. The local theatre was occupied by terrorists who defended themselves by shooting. Separatists penetrated into the Ukrainian tank in Mariupol. Terrorists in Mariupol cruelly treated the dead body of the Dnipropetrovsk brigade’s leader by pricking out his eyes and cutting off his ears. The Deputy of Mariupol City Council: militants blew up the water tower; the city might be left without water. Deputy of City Council: Kramatorsk and Slavyansk sent reinforcement to the separatists in Mariupol. Towards evening, having fought off the attack on the militia department, the special department “Azov” left the city. In Donetsk, the separatists assaulted the sanatorium, occupied by the soldiers of Ukrainian internal military forces by means of grenade launchers and machineguns. The Ukrainian military staying in sanatorium handed over the weapons and left the territory by bus. In Donetsk, the veterans were standing along with the armed militants near the memorial to the Donbas liberators. In Donetsk, the separatists tried to physically abuse the orchestra bandmaster from the Ministry of Internal Affairs for executing the state hymn of Ukraine (there are evaluations and generalizations on this matter: “but suddenly a group of separatists appeared. It was mutually decided that there cannot be ordered any music to be played in a pub. They wanted to listen to the hymn of Russia… These individuals ranged from veterans to those who were not afraid to express their own opinion concerning the self-proclaimed Donetsk Republic even under the deathly threat”). Militants in charge of the occupation of Donetsk Regional State Administration organized a parade. They were defended by people armed with the automatic rifles.

The Channel omitted the following events. In Sloviansk, a 12-year old boy was injured by a firearm; militants captured journalists from the ICTV Channel and deprived them of technical devices; separatists organized a scanty meeting near the Lenin Memorial, on which the self-proclaimed governor of Donetsk region, Gubarev made a speech; The retired mayor of Sloviansk, Shtepa was present at the meeting and called for attending the pseudo-referendum on 11 May. In Donetsk, the militants attacked the unit on duty of the correctional colony. Near Kostyantynivka of Donetsk region, the separatists on the block-post shot dead the priest. Separatists promise to bombard the mine in Makeyevka with explosives. Also, in Makeyevka, the terrorists occupied the local TV Company “Union”. In Kostyantynivka of Donetsk region, the terrorists occupied the editing office of the “Province” magazine. In Druzhkivka of Donetsk region, the separatists fired at the building of the “Prosvita” activist.

As for the events in other regions, the Channel focused on the following. The terrorists in the Lugansk region shot dead a married couple and severely injured a child. The “referendum” in Kharkiv on 11 May will not take place, as the separatists failed to “find a compromise” among each other. In Kharkiv, the pro-Russian activists carried the Ribbon of Saint George that was many meters long. 1500 demonstrators equaled to 5000 lawmen. In Mykolaiv, Dnipropetrovsk and Kharkiv, 25 individuals were arrested as suspects aiming at organizing a diversion. In Lviv, the memory of the perished in the Great Civil War was honored without red flags. The Russian consul did not visit Lviv to honor the memory of the perished together with the veterans. However, the embassy sent a flower basket. In Poltava, due to the tensed situation in the country, the grand concert and firework were cancelled. A huge 23 meters long flag of blue and yellow colors was carried all across the streets in Poltava.

The following was not mentioned. Security Service of Ukraine arrested two Russians, whom Federal Security Service of Russia relegated to Luhansk region for the organization of mass disturbances. In Luhansk region, there are created the detachments for providing assistance to the Ukrainian border guards. In Severodonetsk of Luhansk region, the provider cancelled nine Ukrainian TV Channels due to the threatening of separatists. In Lisichansk, the “1+1” Channel was cancelled. Kernes states that the attempt to cause harm to him is politically motivated. In Zaporizhia region, the special operation of Security Service of Ukraine and the Department of Eliminating Corruption resulted in the arrest of 11 armed separatists. 

Concerning the events in Crimea, the First National Channel mentioned that Putin left the parade in Moscow and went to the occupied Sevastopol. The Channel did not mention that the Crimean Tatars were massively called for interrogation.

As for the reactions of the Ukrainian authorities, the Channel mentioned the following. Yatsenyuk: Russia must stop supporting the terrorists who kill innocent citizens of Ukraine. Yatsenyuk: Ukraine is ready for the general national dialogue. Ministry of Foreign Affairs: the visit of Volodymyr Putin to Crimea is ordinary provocation of Russia; the Russian President consciously moves towards further sharpening of interrelations with Kyiv. The only remaining Ukrainian general, general mayor Lukin says that he will not forgive Putin who claims that the Soviet Union could have won the war without the assistance of Ukraine.

The Channel did not report the following. Yatsenyuk does not believe the words of Putin and expects provocations. Yatsenyuk: there are possibilities of dialogue with Russia, if the latter calls off its saboteurs. Ministry of Foreign Affairs: the provocations on the border are carried out in terms of the Russian government’s awareness. National Guard showed the trophy weapon as a proof of Russians’ presence in Donbas as such weapon can belong only to the Russian army.

As for the reactions to the Ukrainian events abroad, the Channel reported the following. Merrkel: Germany and the European Union would never become reconciled with the Russian annexation of the Crimea (there are evaluations: “Iron lady of Germany proclaimed”). General-Secretary of NATO called the visit of Putin to the annexed Crimea “inappropriate”. EU promises new sanctions against the Russian campaigns.

The Channel did not mention the following. The mutual statement of Cameron and Merkel: it would be right to judge the words of Putin on the basis of the de-escalation in the East of Ukraine. The EU prohibited the acquisition of Schengen visas by the Ukrainians. Poland cancelled the visa regime for Ukrainians.

Among other issues, the Channel mentioned the following. General Procurator’s Office started the persecution of Kaletnik and Oliynyk after the voting for the dictatorial laws on 16 January. Philaret called Moscow an aggressor in relation to Ukraine. The Patriarch of Kiev and the whole Ukraine, Philaret gave honors to the memory of the perished in World War II by church service. In Kyiv, the military and festive parades were cancelled. In Kyiv, the fire in the tunnel of TV tower resulted in the fact that several TV Channels and radio stations stopped broadcasting. The Deputy Secretary of the National Security and Defense Council, Syumar: one of the versions of the possible reasons of fire in the cable collector not far from the TV tower of the capital is a terroristic act. The Prosecutor’s Office of the Shevchenko region qualified the fire in the cable shaft of Kyiv TV center as sabotage.

It was not reported about the following events. At the Arsenalna metro station in Kyiv, the lawmen arrested two men with handmade explosives. Militia: the celebration of 9 May in Kyiv proceeds without disturbances. In the center of Kyiv, two armed cars were witnessed. 

10 May (Saturday):

On Saturday, concerning the events in Odesa, the Channel reported about the following. On the Kulikov field, there was conducted a meeting to give honors to the memory of the perished. A newly elected governor of Odesa region, Palytsya initiated the creation of a committee that would conduct an independent investigation of the events on 2 May. The General Prosecutor’s Office is going to appeal against the discharging of the former Head of the Odesa militia, Netrebsky who released the arrested suspects from the investigatory isolation ward. The Pechersk regional court of Kyiv ignored the demands of inquisitors by discharging Netrebsky for a deposit of 60,000 gryvnyas.

As for the events in Donetsk region, on Saturday, the First National Channel reported about the following. In Donets, the non-legitimate Head of Central Election Commission of self-proclaimed Republic stated: the decision made on the referendum does not mean that Donetsk National Republic will become an independent state and join Russia; “this is the survey of civil viewpoint”. Near Sloviansk, the lawmen arrested terrorists carrying 100,000 already filled bulletins for “referendum”. The self-proclaimed mayor of Sloviansk stated that he does not coordinate his affairs with Donetsk. In Sloviansk, around 50 people are kept in captivity and are not permitted to be visited by medical workers (this data lacks the reference to the source of information). Mariupol declared the Day of Mourning. According to the official information, yesterday in Mariupol, seven people died and 39 people were injured (there is no reference to the source of information). In Mariupol, during the whole night, the sounds of gunshots could be heard while the marauding actions were carried out. The National Guard forces left Mariupol. In Mariupol, the separatists stole the armored personnel carrier from the territory of military unit and drove it to the building of the City Council. Moreover, near the civilian houses, they tried to set the armored personnel carrier on fire by means of locating missiles inside of it. Two times within a day, the City Council of Mariupol was set on fire. The information concerning the explosion of water-pressure tower was rejected by the City Water Canal. The transportation within Mariupol is almost stopped; in the centre, the roads are blocked by the turned over cars. Ministry of Defense: in Mariupol, two military servicemen were killed and eight were injured. Avakov: In Mariupol, the sniper gunshot the civilians from the roof of the hospital. In Mariupol, separatists killed the Head of the State Motor Vehicle Inspectorate, Sayenko. The separatists fail to conduct a referendum in the educational institutions, so they will attempt to create election committees in the buildings of regional administrations. The Central Election Committee recommends ignoring the illegitimate survey in the Eastern regions (there are admission evaluations: “threatening, persecution of dissentients, threatening of physical violence, threats of school occupation, and pressure from the side of the directors of separate enterprises represent the environment, in which the preparation to the so-called referendum in Donbas is carried out”). Donetsk Regional State Administration: terrorists are getting ready for the occupation of 80 schools in Donetsk to conduct the “referendum”. Taruta: the activists of the “Oplot” movement started helping the official authorities to protect the buildings of Donetsk City Council, “Donbas” TV Channel and TV tower.

The Channel omitted the following. The separatists of Donetsk attacked the “Red Cross” office and captured seven hostages. The hospitals of Sloviansk and Kramatorsk are temporarily left without medications. In Sloviansk, the armed forces stopped the attack of TV tower by separatists. The Donetsk separatists started the “referendum” “ahead of the schedule”. The terrorists promised to disrupt the elections in Donbas. In Makeyevka, the terrorists fired at the reanimation car that carried an injured activist.

As for the events in other Eastern and Northern regions, the Channel reported about the following. The Head of the Luhansk centered Voter Committee of Ukraine, Svetikov has doubts as to whether the illegal referendum will be provided service by the commissions formed during the President’s elections. Turchinov temporarily appointed the Head of Luhansk Regional State Administration, Verygina, who used to occupy a position of the first Deputy of the Head. In Kharkiv, not far from the Lenin Memorial, the lawmen found the buried bag with 21 bottles of “Molotov cocktails”. In Dnepropetrovsk, there was proclaimed the regular call-up of volunteers from all over Ukraine to the battalion of territorial defense.

The Channel did not mention the fact that in Sverdlovsk of Lugansk region, the separatists occupied the enterprise for creating their own “headquarters”.

As for the events in Crimea, the Channel reported about the following. In Russia, there was passed the law, according to which the appeals towards the separatist actions would be punished by the three year incarceration. The separatists will be hunted even in the Crimea. The Crimean citizens who provide housing rents will pay the tax for every square meter monthly; the tax will equal to 12-20 rubles, which is 4-6,5 gryvnyas. Ukrainians living in the Crimea, who did not consent with the acquisition of Russian citizenship, will save their land shares.

The Channel did not report about the fact that Ukraine establishes special water recorders in the North-Crimean canal. 

The Channel did not mention certain reactions of the Ukrainian government to certain events, namely the following. Turchinov: the government is ready to amnesty those people from the Eastern region, who did not kill anyone; the government is ready for the negotiations with the representatives of the East, but not the terrorists. Parubiy: the Russian army may enter the territory of Ukraine any time.

The Channel reported about the following in regard to the foreign reactions. The spokesman of the State Department, Psaki: The Kremlin must make the separatists stop their activity, hand over the weapons and leave the occupied administrative buildings. The Organization of Security and Cooperation of Europe blames the violent acts in Mariupol. Merkel and Olland consider the separatists’ “referendum” illegal and threatens with new sanctions of Russia in case Russia does not stop interfere with the conduct of the President’s elections in Ukraine. Romania did not allow the plane of Russian deputy prime-minister, Rogozin to pass; the plane left Transnistria and was heading to Moscow. NATO: Russian armies are still located near the Ukrainian borders. The Pentagon continues to appeal to the Kremlin to make Russia call off the armies. Cyber attack on the Ministry of Foreign Affairs of Belgium: the virus sent by Moscow copied information and documents related to the Ukrainian crisis. The Head of the Ministry of Foreign Affairs of Sweden: the occupied Crimea must be closed for business affairs. Poland cancelled the visa regime for Ukraine.

The Channel did not mention the following events. NATO: the Kremlin must refrain from the provocations of pro-Russian forces in Moldova. The President of Poland demands Germany to strengthen the pressure towards Russia. Tusk: the EU considers the appeal of Putin to postpone the “referendum” to be a political game. Tusk appeals to Russia to not stop interfering with the elections in Ukraine. The theatrical workers of Russia ask to release their colleagues from their captivity initiated by separatists in Sloviansk.

Among other issues, the Channel reported about the following. Ministry of Defense: Ukrainians have already collected 119 million gryvnyas for the army; the money will be used for purchasing ammunition. There were initiated several criminal cases on the issue of shooting in the Rivne region that took place not far from the mines producing amber. The national deputy Prodyvus was summoned to the Rivno militia for interrogation; his visit-cards were found in the area where shooting took place.
